Agenda-Setting Theory

Agenda-setting theory (Maxwell McCombs and Donald Shaw, 1972) holds that media may not tell people what to think, but it powerfully shapes what they think about. By choosing which topics to cover — and how prominently — media sets the public agenda. Issues that receive sustained attention become "important"; those ignored effectively don't exist. For founders, the model extends beyond media: whoever controls the agenda of a meeting, a market narrative, or a public conversation controls what gets decided. The power isn't in dictating conclusions — it's in selecting which questions get asked.

Set the agenda deliberately. In meetings, choose topics and framing with intention — the agenda is the first decision. In market positioning, shape the conversation around the problem you solve, not the competitor's frame. Defensively, notice when someone else is setting the agenda for you: ask "who decided this is the question?" and whether the right questions are missing.
